If I am not mistaken, it just means specifically Spells.

Yes, both refer to lớn spell cards (and by extension, Pendulum scales).

The reason why it's worded like that is that it can negate spell card effects upon activation of the spell thẻ itself, or when you activate the effect of a spell card already on the field.

A card like Totem Bird on the other hand, can only negate the activation of a spell card, not the activation of the effect of a spell thẻ already on the field.

Examples:

Activate Dragonpulse Magician as a pendulum scale. Both Number 38 and Totem Bird can negate this.

Activate Dragonpulse Magician's effect while it is in the pendulum zone. Number 38 can negate this, Totem Bird cannot.
